What is UAE E-Invoicing

The New UAE Digital Invoice Mandate

UAE e-invoicing replaces paper and PDFs with structured XML exchanged in real-time through MoF-approved ASPs — wiring every B2B and B2G transaction directly to the FTA.

  • Structured XML Only — No PDFsPINT-AE / UBL XML mandatory — no QR code. PDFs, images and emails are not valid. Failure to implement attracts AED 5,000 plus AED 5,000 per month (capped at AED 50,000 a year) under Cabinet Decision 173/2026.
  • Mandatory ASP AppointmentAll UAE businesses making B2B/B2G transactions — VAT-registered or not — must appoint a MoF Accredited ASP before their phase deadline. No direct FTA submission permitted.
  • Near Real-Time FTA ReportingEvery invoice validated, signed and reported to the FTA e-Billing system almost instantly — automating VAT compliance end to end.

What Changed in UAE E-Invoicing in October 2026

Three official instruments reshaped the UAE Electronic Invoicing System ahead of the 1 January 2027 go-live: an amending Ministerial Decision, a new penalties regime, and version 2.0 of the MoF e-invoicing guidelines. Here is what each one means for your business.

24 mo

Tax group relief

Transactions between members of the same VAT tax group are excluded for 24 months from 1 January 2027. Transactions with parties outside the group stay in scope.

The requirement to store e-invoices in the UAE was replaced: records must be retained for the period set by the Tax Procedures Law and produced to the FTA on request.

System-failure notice removed

The obligation to notify the FTA within two business days of a system failure was repealed — and its related penalty dropped.

UAE E-Invoicing Guidelines v2.0 & who is in scope

Key clarifications in Guidelines v2.0

  • Taxpayer identification: clearer rules on when a seller reports its 15-digit VAT TRN versus its 10-digit TIN — getting this wrong fails validation.
  • Advance payments: expanded guidance, including allocating advances to specific invoice lines.
  • Healthcare: an insurer paying a patient's bill does not by itself create a B2B transaction.
  • Holding companies: an investment holding company with no business transactions is out of scope — but recharges to third parties bring it in.
  • Record retention: 5 years following the tax period (extendable by 4 years in an audit or dispute), and 7 years for real-estate records.
  • Format: structured XML (PINT-AE) on the Peppol 5-corner model — the UAE e-invoice carries no QR code or barcode.

Scope & exclusions at a glance

  • In scope: all B2B and B2G business transactions in the UAE — whether or not the business is VAT-registered, including non-residents with VAT invoicing obligations.
  • Out of scope: B2C transactions and supplies to individuals not acting in a business capacity.
  • Excluded: sovereign government activities; international passenger air transport; international air freight under an airway bill (24 months); certain VAT-exempt or zero-rated financial services.
  • Temporarily excluded: intra-tax-group transactions for 24 months from 1 January 2027.
  • Voluntary: any business may opt in early — and is then bound by the system rules, but not the penalties until its mandatory date.

Frequently Asked Questions

Everything you need to know about UAE e-invoicing and appointing Fynamics as your ASP.

Yes. Fynamics is fully accredited by the UAE Ministry of Finance as an eInvoicing Service Provider (Accreditation No. 159905, valid from 01 Jul 2026) under Ministerial Decision No. 168 of 2026 (which replaced Ministerial Decision No. 64 of 2025 on 1 October 2026). Fynamics is listed on the MoF register and the FTA EmaraTax portal, and is among the first cohort of accredited providers.
More than 425 UAE businesses are registered on the Peppol network with Fynamics as their ASP — spanning construction and fit-out, professional services, industrial and energy, technology, trading and retail, and real estate. Clients include TMF Group, Akin Gump, Orascom Construction, Bombardier Aerospace, JinkoSolar, KCA Deutag, MMEC Mannesmann, Tenable and Al Barari. Globally, Fynamics serves 3,500+ clients including Dell, Siemens, Volvo, Foxconn, Cisco and Rakuten.
Voluntary adoption and the pilot began on 1 July 2026. Businesses with annual revenue of AED 50 million or more had to appoint an ASP by 30 October 2026 and must go live by 1 January 2027. Businesses with revenue below AED 50 million must appoint an ASP by 31 March 2027 and go live by 1 July 2027. Government entities must appoint by 31 March 2027 and go live by 1 October 2027.
Appoint an accredited ASP immediately. Failure to implement the e-invoicing system — including failure to appoint an ASP — attracts a penalty under Cabinet Decision No. 173 of 2026, and the 1 January 2027 go-live date is unchanged. Fynamics sets up new client accounts in 1–2 days; sandbox and production are always ready, so your go-live depends only on how quickly your ERP or IT team connects to our API (or you can go live with Excel upload).
Under Cabinet Decision No. 173 of 2026 (which replaced Cabinet Decision No. 106 of 2025): failure to implement the system or appoint an ASP — AED 5,000 for the first instance plus AED 5,000 for each month or part thereof the non-compliance continues, capped at AED 50,000 in any 12 consecutive months; failure to issue and transmit an e-invoice — AED 100 per invoice, up to AED 5,000 per calendar month; failure to issue and transmit an electronic credit note — AED 100 per credit note, up to AED 5,000 per calendar month; failure to notify your ASP of changes to FTA-registered data — AED 250 per day, up to AED 5,000 per calendar month. Penalties apply from the mandatory implementation date, not to voluntary adopters.
MD 197 of 2026, effective 1 October 2026, amends MD 243 of 2025. Key changes: e-invoices and electronic credit notes must be issued and transmitted within 14 business days of the date of the business transaction; transactions between members of the same VAT tax group are excluded for 24 months from 1 January 2027; the requirement to store e-invoices in the UAE was replaced by retention for the period set under the Tax Procedures Law; and the obligation to notify the FTA of system failures was removed.
Not for now. Under MD 197 of 2026, business transactions between members of the same tax group are excluded from e-invoicing for 24 months starting 1 January 2027 (i.e. until 31 December 2028). Transactions with parties outside the tax group remain in scope. Please confirm how this applies to your group structure with your tax advisor.
All B2B and B2G business transactions in the UAE are in scope, regardless of whether the business is VAT-registered. B2C transactions are out of scope. Specific exclusions include sovereign government activities, international passenger air transport (and, for 24 months, international air freight under an airway bill), certain VAT-exempt or zero-rated financial services, intra-tax-group transactions (for 24 months from 1 January 2027), and any other transactions designated by the Minister.
UAE e-invoices must be structured XML in the PINT-AE (Peppol International Invoice, UAE specification / UBL) format, exchanged through accredited ASPs on the 5-corner model. The UAE e-invoice does not carry a QR code or barcode. PDFs, Word documents, scanned images and email attachments do not qualify as e-invoices. Fynamics converts data from your existing ERP or accounting system into compliant PINT-AE XML.
MD 197 of 2026 replaced the in-UAE storage requirement: e-invoices, credit notes and associated data must now be retained for the period prescribed under the Tax Procedures Law and produced to the FTA on request. Fynamics continues to host all UAE invoice data within the UAE, which suits companies with data-residency policies.
Fynamics is MoF accredited (No. 159905), a PEPPOL Certified Access Point and SMP, and trusted by 425+ UAE businesses on Peppol. Globally we support 3,500+ clients and have generated over 140 million e-invoices since 2018 and hold e-invoicing accreditations in 10 countries — UAE, Saudi Arabia, Oman, India, Malaysia, Singapore, Japan, the Netherlands, Belgium and Slovakia. We are ISO 27001 and ISO 22301 certified, host UAE data in the UAE, and offer 5 integration modes starting from AED 4,500/year — with a local Dubai Silicon Oasis team.
Fynamics is ISO 27001 certified with annual VAPT and InfoSec audits. UAE invoice data is hosted within the UAE. We use TLS 1.2+ APIs, SSL-certified endpoints, and industry-standard encryption. Our InfoSec leadership holds CISA, CISSP, CISM and ITIL certifications.
New accounts are set up in 1–2 days and our sandbox and production environments are always ready. Businesses using Excel upload or the Online UI Form can go live in days — no IT team required. For API or SFTP integration, go-live depends on how quickly your ERP or IT team connects to the Fynamics API.
